We'll get it figured out. My dad just isn't sure if we have to replace the whole thing or if we can get the topper at a junkyard. It looks like it's popped off before since there's more glue than normal in there. 
Can you just buy some good glue and glue it back on? I work for an adhesive distributor - all you need is the correct glue that will bond that material. Worth a try probably. Maybe try a Parfix glue. Good luck!
