I have one hybrid rose that stays 2 feet tall and skinny after several years but does bloom. Another rose is full size, 3 others are taking their time doing anything and a third one is supposed to stay small although I thought I might get another foot off it. Getting anything to grow or survive in this yard is like pulling teeth. Shovels and pruners they just shrug off.
