I agree with Tom.. Because it's something that wasn't tracked until recent years, all the data hasn't caught up yet. I think it would be helpful, if in the future, the notations could include designations like "Strong PBF", " Light PBF", or "Newly emerged foliage only", etc.
The surest sign that intelligent life exists elsewhere in the universe is that it has never tried to contact us.
