@Baja_Costero, I am so sorry for your loss.
As for your plumeria, it looks really strong and healthy with buds ready to open soon.
When it comes to repotting, I normally repot when the roots are starting to show on the bottom holes of the pot or if it gets top heavy that the wind will start knocking it down (or I put the nursery pots inside a ceramic or terracotta pot as additional support).
You can probably keep this in a pot for this year and repot them to a bigger size next year. I try not to repot when it has buds (unless emergency such as pot clogged up) and not repot during rainy season.
If you like them short, in spring (when temps are above 50's) or early summer you can always trim (diagonal angle cut) and take a multi-tip cutting to be rooted separately. You can also change or amend the soil (trim roots) of the original one if you want to keep it in a small pot. Just make sure you give the cuttings and roots time to heal before watering to avoid root rot. (I just cut one rootbound Singapore White plumeria to just a foot tall from the root to try to grow it as bonsai.)
